Construction project bidding work related operational guidelines
The bidding and bidding work for construction projects in our city was carried out in accordance with the “Several Regulations on the Reform of Construction Project Tendering and Bidding” (Shenfu [2015] No. 73). In the actual operation process, there are some operating-level details and the consent of the municipal administrative department has been obtained. The relevant matters are now clearly set out below.
I. Problems concerning modification of system information due to mistakes made by tenderers or tendering agencies
(1) Operational errors occurred at the current stage of project bidding, and no results were generated and public announcements were not made.
The common situations are: (1) The pre-qualification, post-qualification or tender registration review results are submitted incorrectly, but the project does not start the next bidding process; (2) The project has been calibrated, and the name of the winning bid unit needs to be changed or added.
In the above two cases, in accordance with the principle of the tenderee's responsibility system, the tenderer shall submit a communication to the transaction center, and the center will make the corresponding system bid winner name recovery or system restoration operation. The tenderee will re-evaluate the bid qualification on his own, and upload the result again. .
(2) Operational errors are in the previous stage, but the project tendering procedure has entered the next stage or the results of operational errors have been publicized.
It mainly includes the following situations: (1) The results of prequalification, post-qualification review or tender registration review were submitted incorrectly, but the project entered the next bidding process; (2) The bidder failed to submit the results of the acceptance of tender documents. However, the result of the bid opening has been submitted; (3) The bidder of the project has not entered the finalist parameters according to the requirements of the bidding documents, submitted incorrect information of the commissioning committee member, and submitted the individual voting results of the commissioning committee incorrectly, but the results of the finalists have been publicized; ( 4) Inconsistent with the fact that the setting up of the expert group in the bid evaluation system does not match the actual selection of bid evaluation experts or the extraction of the expert project from the actual bid evaluation project; (5) The BDS data is found to be incorrect in the bid evaluation; (6) The bid evaluation process The bid document was found to be incomplete; (7) The calibration parameters were not set according to the requirements of the bidding documents at the time of calibration, the commissioning committee member information was submitted incorrectly, and the individual commissioner’s voting results were submitted incorrectly. However, the voting ended and the system has been summarized. The results; (8) The bid winner publicity link, the bidder bid price incorrectly entered.
The above abnormal conditions have already been announced, or have entered the next bidding process, involving the modification of the results and the restoration of the system to the next step. Considering the rigorousness and normativeness of the tendering and bidding work, the tenderee shall submit a written request to the project management department, and then submit an application for approval to the center with the instructions of the competent department. The center will cooperate with the tenderer to carry out the next step of the project according to the instructions from the competent department. Tender work. Due to the fact that the tenderer or the tendering agency is not serious or rigorous in the bidding work, which affects the normal conduct of bidding and tendering, our center will announce it on the online exposure platform.
Second, on the formation of the shortlisted supervision team
Article 50 of Article 73 clarifies the requirements for the formation of the supervision committee of the calibration committee. In the short-listed process, if the voting method is adopted, the supervision team shall also be established in accordance with Article 50 of Article 73. In principle, the number of members of the supervision team is 3 or more.
Third, on the balloting lottery statutory subject related issues
The bidding document specifies the number of voters to be drawn by lottery. However, in practice, sometimes the number of households entering the calibration procedure is equal to or less than the number of voters specified in the bidding documents. Regardless of whether there are relevant provisions in the bidding documents, if the tenderee decides not to vote again, it will directly enter the lottery, and the trading center will use the opinions of the bidder.
Fourth, on the composition of the bid evaluation committee
(1) Article 73, paragraph 3 of Article 73 states: "For experts who are technically complicated, highly professional or have special requirements, there is no corresponding specialization for experts in bid evaluation, or it is difficult for existing experts in bid evaluation experts The bid inviting party may directly entrust an expert or a professional agency to evaluate the bid if it is qualified for the bid evaluation work. If there is such a situation, the bid inviting party shall first submit an application to the competent administrative department, and the relevant information shall be constructed in Shenzhen City. Conduct public announcements and implement them without objection.
(2) Questions on the composition of the Business Bid Evaluation Committee for Landscaping Projects. After the abolition of landscaping qualifications, the “Landscape Project” was selected for the landscaping project when the project was submitted for construction. However, the composition of the bid evaluation committee still refers to the implementation of the construction project. The bid evaluation committee shall meet the following requirements: (1) If electronic bid evaluation is used, the number of members of the Technical Standardization Evaluation Committee shall be 5 or more, and the number of members of the Committee shall be 3 or more.
